This is «Agenda 47»: Donald Trump’s controversial plan to create «Cities of Freedom»

Trump’s plan includes controversial measures on education, immigration and the economy, as well as proposing new cities and strengthening presidential power through executive orders.

Donald Trump will return to the White House on Monday . Although his final policy decisions are not yet known, he could return to a long-standing platform that includes measures such as stricter rules for schools , tougher immigration policies , the elimination of environmental regulations and the creation of new «freedom cities . «

Trump’s » Agenda47 « is comprised of proposals his campaign posted on its website during the primary election season, between December 2022 and December 2023 . Many of these initiatives would require congressional approval , but some could be implemented through executive orders. These proposals are separate from those developed by outside organizations under Project 2025 .

While Agenda 47 proposals and videos have long been available on his campaign website, the portal’s main page now links only to a narrower set of measures. It also includes a separate link to the Republican National Committee ‘s broader platform . However, links to the more detailed Agenda 47 proposals remain active , providing a better understanding of the former president’s priorities beyond what is currently listed on his site.

Education

Trump’s proposals for K-12 schools include allowing parents to elect school principals, cutting federal funding to institutions that teach “critical race theory ,” eliminating job security for teachers, and creating a new certification body that would only credit teachers who “embrace patriotic values .” He also seeks to encourage prayer in schools, make it easier to expel “out-of-control troublemakers,” support school districts that allow teachers to carry concealed firearms, and push for “school choice” policies.

  • Critical race theory is an academic framework that analyzes how structural and systemic racism has historically influenced and continues to impact institutions, laws, and public policies. This theory argues that racism is not solely the result of individual prejudices, but is embedded in legal, economic, and social systems.

Universities

In the academic arena, Trump proposed eliminating the entities that currently accredit institutions and replacing them with ones that enforce his party’s values. He also seeks to impose significant fines on universities that he believes «discriminate» against students. These fines would be used to fund a free online «American Academy» that would encompass «the entire spectrum of human knowledge and skills.»

Climate change

The United States would again withdraw from the Paris Agreement . Trump has also proposed eliminating environmental policies implemented by President Joe Biden , such as restrictions on greenhouse gas emissions and a goal of making 67% of new vehicles electric by 2032. He would also push for a massive increase in oil and gas production.

Department of Justice

Trump pledged to appoint 100 federal prosecutors aligned with his policies and to investigate some progressive-leaning local prosecutors. He also promised to create a task force within the Justice Department to «protect the right to self-defense» and combat alleged anti-conservative bias in law schools and law firms.

Security and crime

The former president said he would invest in hiring and retaining police officers, as well as strengthening their protection from potential legal liability. He also proposed reimplementing policies such as «stop and frisk ,» instructing the Department of Justice to «dismantle all gangs, street groups and drug trafficking networks in the United States» and deploying federal troops, including the National Guard, to «restore law and order» in those places where local forces «refuse to act.» Finally, he advocated imposing the death penalty on drug traffickers, cartels and human traffickers.

Immigration

Donald Trump plans to implement a series of restrictive immigration measures. These include a ban on granting benefits to undocumented immigrants and an end to birthright citizenship for the children of such people. He also seeks to reinstate a «travel ban» for certain countries (a reference to the intention to re-implement entry restrictions to the United States), pause the admission of refugees and demand «extreme vetting» for foreign nationals.

He also plans to block federal grants for sanctuary cities, end the practice known as «catch and release» (which allows migrants to go free while they await immigration hearings) and close the southern border to asylum seekers. He also intends to suspend visa programs such as the visa lottery and family visas.

Economy

On the economic front, Trump proposes cutting taxes and significantly reducing federal regulations. He also plans to establish base tariffs on imported products, with the aim of incentivizing the American manufacturing industry. These tariffs would be higher for those countries that, according to the former president, have «unfair trade practices . «

Health

In the health sector, Trump has proposed that federal agencies purchase only drugs and medical devices manufactured in the United States. He also proposes prohibiting federal agencies from other countries from purchasing drugs considered «essential .» His proposals include an executive order that would require the government to pay pharmaceutical companies only «the best price they offer to foreign nations.»

Foreign policy and defense

On foreign policy, Trump is demanding that European allies reimburse the United States for the reduction of its military reserves following the shipment of weapons to Ukraine. He has also taken a tough stance on China , calling for new restrictions on infrastructure on US territory owned by Chinese companies. He is also seeking to build an anti-missile defence shield .

Social security

In a reversal of the long-standing positions of some Republican leaders before his term, Trump said there should be no cuts to Social Security or Medicare «under any circumstances.»

Homeless people

Trump plans to work with states to ban «public camping» by homeless people. Under his proposal, they would be given the option of receiving treatment or facing arrest. 

The term «public camping» refers to the practice of homeless people setting up and living in public spaces, such as parks, plazas, sidewalks, or under bridges, where they often erect makeshift shelters using tents, cardboard, or similar materials. These camps often arise due to a lack of available housing or shelters and become a temporary solution for people who have nowhere to live.

When Trump says he plans to work with states to ban these encampments, he is proposing measures to prevent homeless people from setting up shop in public places. His proposal includes offering them two options: receiving treatment (possibly for mental health or addiction issues) or being arrested. 

It also proposes creating large «tent cities» where these people would be relocated, with doctors and social workers on site. It also proposes expanding mental health institutions to address this problem.

Transgender rights

Trump takes a strong stance against transgender rights . He proposes that any health care provider who provides gender-affirming care to minors be excluded from Medicare and Medicaid programs. He also seeks to withdraw federal funding from any school where an official or teacher suggests that a child might be “trapped in the wrong body .” He also encourages Congress to pass legislation stating that “the only genders recognized by the United States government are male and female, and these are assigned at birth.”

Big technology companies

In line with conservative claims that social media platforms are biased against them, Trump is proposing to issue an executive order banning any federal department from collaborating with other entities to “censor” Americans. He also seeks to prevent federal funds from being used to combat disinformation. Among the announced measures, he includes amending Section 230 of the Communications Decency Act, which would expose social media platforms to greater legal liability.

What does Trump’s website say now?

The “platform” section of Donald Trump’s campaign website now details a set of 20 broad priorities, which coincide with the Republican National Committee ’s formal proposals and, in several points, with his previous Agenda47 initiatives. 

Notable proposals include: “seal the border”; “carry out the largest deportation operation in American history”; end inflation; increase manufacturing and energy production; implement “big tax cuts for working people”; preserve Social Security and Medicare; place bans on transgender sports; remove federal funding from schools that teach what he describes as “critical race theory” or “radical gender ideology”; impose stricter voting requirements; and maintain “the U.S. dollar as the world’s reserve currency.”

What is Project 2025 and what is it similar to?

Trump’s Agenda 47 stands apart from Project 2025 , a policy blueprint designed as a roadmap for the next conservative administration—particularly his own—and developed by the Heritage Foundation in conjunction with other outside groups. Although Agenda 47 was introduced directly by Trump’s campaign, the former president has said he has no involvement in Project 2025 and has sought to distance himself from it, even as the 900-page policy manual was crafted in collaboration with more than 100 former officials in his administration. Trump has, however, in the past praised the policy work done by the Heritage Foundation.

Both proposals have several things in common: a desire to abandon the Paris Climate Agreement , the firing of career bureaucrats, the promotion of “school choice” policies and a critical stance on transgender rights. However, it is unclear how much of Project 2025 Trump might adopt if elected.

Many of the items included in Agenda 47 and Project 2025 would likely require congressional approval, something that could be feasible considering that Republicans have regained control of the Senate, although it is still unclear which party will control the House of Representatives . Both agendas, however, propose expanding the president’s control over the executive branch . 

Trump’s Agenda 47 includes a proposal to revive his 2020 executive order (revoked by Biden) that makes it significantly easier to replace career officials with political appointees . He also plans to “reform federal departments and agencies” to root out what he calls “corrupt actors ,” crack down on government leaks, and implement a “Truth and Reconciliation Commission ” to combat what the GOP calls the “Deep State.”

Since the last Agenda47 video was released in December 2023, Trump has announced other policy proposals that do not fall under the Agenda47 umbrella . On abortion, he believes the issue should be left to the states, although many advocates suspect he would seek to restrict it. He and the Republican Party have both promised mass deportations of undocumented immigrants, something not included in Agenda47’s immigration plans. 

He also pushed to eliminate the federal tax on tips for service workers, Social Security taxes and double taxation for Americans living abroad, as well as making interest on car loans tax-deductible.

Following his election, Trump also announced the creation of a “Department of Government Efficiency,” led by billionaires Elon Musk and Vivek Ramaswamy , which aims to propose major cuts in federal spending. However, it remains unclear what the impact of this group will be, as it will formally operate outside of government. 

While Trump has long advocated for tariffs, the president-elect announced specific plans in November to impose tariffs on imports from China, Canada and Mexico , and on Tuesday said he wants to create a new “ External Revenue Service” to manage the revenue generated by these taxes. He has also made several statements in recent weeks about his desire for the U.S. to buy Greenland, something the Danish territory has resisted.
