Amb Seny says it does not rule out taking legal action against the measure
The group of the minority in the common of La Massana studies to take legal action against the delegation of powers to the board of governors to approve administrative contracts for amounts up to 250,000 euros. The councilor of Amb Seny Guillem Forné affirmed in the press conference after yesterday’s meeting that the group does not rule out raising a complaint to the Court of Auditors, although it does not rule out resorting to “other ways” in the courts.
The common working order limits the capacity of the board of governors to approve projects without having to submit them to a vote in council to 1% of the expenditure budget. The figure of 250,000 euros exceeds this percentage, since the budget is 20.3 million euros, 15% more than last year. The councilor of Finances, Agustí Garcia, defended the measure, since, as he argued, it respects the principles of the Law of communal finances of 2021, it adjusts to the current economic reality and speeds up the budget management.
This is the main reason that motivated the minority to vote against the common budget. One of the most important points of the budget are the investments in the water network. The council, in fact, has approved a plan of measures, included in the budget framework for the years 2024-2027, endowed with twenty million euros to adapt the water infrastructures to the needs of the parish. The major councilor, Eva Sansa, explained that in the following years it will be necessary to double the network, to extend the remote control system, to install pressure reducers and to activate water catchments in waste water, among others.
Total investments for this year 2024 amount to 4,273,903 euros, 18.6% more than the previous year. Regarding the diversion, it will be financed through various multiannual items, the first of which will amount to one million euros. Other important investments will be destined to channel the Claperes river and the area of the Cap del Carrer de la Massana and the projects of beautification and conservation of the cultural heritage of the ancient nuclei of the parish.
In the rest of the sections of the expenditure chapter, Garcia assured that he was committed to “containment and rationalization”, with an increase in salaries in line with the CPI and four new contracts to reinforce the staff of the council.
In the same session, the appropriations carried over from the previous fiscal year were also approved, for an amount of 4.1 million euros, and the development of two plans was given the green light.
